Rio Matsumoto was born on October 22, 1982 in Fuchu-shi Tokyo Japan. Her birth name is Chiyo Konno. In 1994 at the age of 11, she was recruited while walking through Harajuku district of Tokyo. She first made her debut under the name Megumi Matsumoto, and starred in many TV drama and commercials during this period. She starred in over 20 commercials ranging from instant noodle to cosmetics.
